Add `WebSocketPacket` class for handling WebSocket communication and integrate it with `WebSocketService` to process chat-related packets. Enhance `ChatRoom` and `ChatMember` models with additional fields and relationships. Update `AppDatabase` to include new chat-related entities and adjust permissions for chat creation.
